The rocket hit the building of regional administration in the Ukrainian city of Nikolaev, reports Washington Post with reference to local authorities.
The governor of Nikolaev Vitaly Kim published a photo of the building where his office is located. The photo shows a huge hole in the center of the building. The governor of the district said that rescue operations are underway. According to him, 8 civilians and three servicemen went missing, there is no evidence of casualties yet.

Two more strikes are expected. Russian planes noticed over Kherson in the direction of Nikolaev, mass media added.
