Russian troops are preparing for a major offensive in Luhansk region in eastern Ukraine, said local governor Sergei Gaidai.
“We see that military equipment is coming from different directions, bringing in manpower, bringing in fuel,” Gaidai said in a video message to the Telegram.
“We understand that they are preparing for a full-scale breakthrough,” he added.
