Several popular resort towns in Spain and Portugal have introduced new strict regulations targeting tourists. In San Sebastián, Palma, and Albufeira, travelers may now face heavy fines for violating beach conduct or local etiquette rules.

The city of San Sebastián plans to ban smoking across all its beaches — if approved, it will join one other Basque town with a full beach smoking ban. Authorities also may restrict dog walking: during summer, evening walks may only be allowed between 9:00 PM and midnight. Loudspeakers or portable music systems might also be banned on beaches due to numerous noise complaints. Some of the new rules took effect October 20, 2025; full implementation is expected by June 2026.
In Palma de Mallorca, officials are preparing to ban boat parties: starting next tourist season, evening boat parties will not be allowed in the waterfront district of the city.
In Portugal
In the resort town of Albufeira, tourists could face fines between €150 and €1,800 for infractions such as leaving shopping carts on streets, grilling on beaches, or causing excessive noise. The local authorities warn the new code of conduct will apply year-round and be strictly enforced.
