In order to prevent the spread of acute respiratory disease COVID-19 during the pilgrimage of foreign citizens in Ukraine for the period of quarantine, the Ministry of Health of Ukraine informs about changes in the rules of entry into Ukraine and stay of foreign citizens in the country according to Resolution of the Cabinet of Ministers of Ukraine № 787 of July 28, 2021, which entered into force on August 5, 2021.
Foreigners and stateless persons crossing the state border to enter Ukraine must have an insurance policy (certificate) issued by an insurance company registered in Ukraine or a foreign insurance company with a representative office in Ukraine or a contractual relationship with an insurance company-partner on the territory of Ukraine (assistance), covers the costs associated with the treatment of COVID-19, observation, and is valid for the period of stay in Ukraine (except for a clearly defined category of persons) and one of the following documents:
- negative result of testing for COVID-19 by PCR (not more than 72 hours before crossing the border);
- negative result of a rapid test to determine the antigen of the coronavirus SARS-CoV-2 (not more than 72 hours before crossing the border);
- a document confirming the receipt of a full course of vaccination from COVID-19 vaccines included by the World Health Organization in the list of permitted for use in emergencies, issued in accordance with the International Health Regulations or in accordance with international agreements concluded by Ukraine on mutual recognition of documents on vaccination against COVID-19;
- foreign COVID-certificate confirming vaccination against COVID-19 with vaccines included by the World Health Organization in the list of permitted for use in emergencies, a negative result of testing for COVID-19 by polymerase chain reaction or recovery of a person from COVID-19 issued authorized bodies of foreign states with which Ukraine has concluded international agreements on mutual recognition of COVID-certificates.
In the absence of the above documents (COVID-19 insurance policy and / or negative COVID-19 test result, a document confirming receipt of the full course of vaccination) and in case of impossibility to install or refuse to install the mobile application “Home” by a person subject to self-isolation , such a person will be denied crossing the state border of Ukraine.
Subject to receiving a full course of vaccination from COVID-19 vaccines included in the WHO list of permitted for use in emergencies, a foreigner is not subject to self-isolation after crossing the border.
Please note that the use of a document confirming the full course of vaccination at the border crossing is the fastest and most convenient option, as this document is used repeatedly, and vaccination is the only way to protect against COVID-19 infection.
We also inform that the Chief State Sanitary Doctor of Ukraine developed and approved the resolution of the Chief State Sanitary Doctor of Ukraine № 6 of 28.07.2021 “On approval of anti-epidemic measures during international pilgrimage by foreign citizens in Ukraine for the period of quarantine due to the spread of coronavirus COVID-19) ”(hereinafter – Resolution № 6).
Resolution № 6 approved anti-epidemic measures during the international pilgrimage, including during the celebration of Rosh Hashanah, by foreign citizens in Ukraine in places of compact concentration of pilgrims and obliged the organizers to carry out their activities taking into account the need to ensure appropriate anti-epidemic measures and in accordance with the Resolution of the Cabinet of Ministers of Ukraine of December 9, 2020 № 1236 “On the establishment of quarantine and the introduction of restrictive anti-epidemic measures to prevent the spread of acute respiratory disease COVID-19 caused by coronavirus SARS-CoV-2”, aimed at situations due to the spread of coronavirus disease (COVID-19).
The main anti-epidemic measures are:
compliance with the mask mode;
temperature screening;
features of transportation of pilgrims;
keeping a physical distance.
