The primary tourist PPP (permanent residence permit) has been issued by the authorities of the resort of Alanya, Izmir and several other popular Turkish destinations among travelers. The reason is repeated overcrowding. The only exception is Ukrainians: a tourist residence permit is still available to them. This news is reported by the Turkish media and thematic blogs.”
In particular, according to the information provided in the blog of a Russian woman living in the republic, this is indeed true, although official sources have not yet confirmed the authenticity of the panic news for Russian emigrants.
“This is not the first time this has happened in Turkey. For example, some districts of Istanbul have not issued PPPs to foreigners for several years due to overcrowding. Now, in connection with recent events, a lot of citizens of Ukraine and Russia come to our region, and therefore the issuance of primary tourist PPP is still suspended. As far as I know, the situation is similar in Izmir now,” the author explained.
“The Migration Service of the resort town of Alanya has confirmed the information that the tourist PPP (apartment rent) can now be obtained only by citizens of Ukraine. Due to the fact that the limit for issuing a residence permit for foreign citizens… was completely exhausted by the beginning of April 2022, the migration service now refuses to issue a residence permit to all foreigners except Ukrainian citizens,” the blogger was quoted as saying by Turkish media.
In addition, similar information appeared in the Instagram account of a member of the Foreign Committee of Alanya: Except for the Ukrainians, because they are in an exceptional situation now… Do I have to tear my hair? It is possible, of course … But it was expected”.

So far, the details of the changes are unclear. For example, it is unknown whether the restriction will affect those who apply for an extension of the tourist residence permit, as well as the fate of those who have already submitted documents and are waiting for a decision.
“Exactly will continue to issue PPP on the basis of real estate ownership (according to TAPU). But whether spouses, children and parents of the property owner will be able to get PPP (and they also have a tourist property based on kinship with the owner) is unknown,” the blogger added.
What does it mean to refuse to issue a primary tourist PPP for Russians?
If Turkey does impose this restriction, the PPP will be available to Russians only on the basis of a rental agreement or guarantee. Tourists will have the right to visa-free stay in the country for up to 90 days.
According to Kateryna Gunduz, a meeting of the Migration Service of the resort town of Alanya for Ukrainians and Russians will take place this week. Detailed information is expected to appear during these meetings.
