Russian President Vladimir Putin signed the law restrictions on travel abroad for certain categories of Russians. According to the data posted on the official legal information portal, the measures will primarily affect those who are restricted from leaving the country due to conscription, as well as those who work with the authorities and have resigned from them.
In particular, this law provides for the transfer of a foreign passport for safekeeping to the body that issued it, for those who are restricted from leaving the country due to conscription for military or alternative civilian service. “The passport will be kept at the institution until the expiration of this temporary restriction or the expiration of its validity,” the law states.
A similar storage method is provided for foreign passports of those released from military service in FSB bodies for a period of up to five years from the date of release. The procedure for transfer of storage, reception, accounting, storage, and return of the document is established by the Russian government.
The criteria for recognizing “foreign” as invalid have also been clarified. They will be recognized as such “if their owners change their surname, first name, patronymic, data on the date and place of birth, as well as change of gender and expiry of the document. Also, grounds for invalidating a passport will be the termination of the passport holder’s citizenship, cancellation of the decision to acquire citizenship, as well as establishing the results of the verification of the fact of the absence of Russian citizenship.
