International tourism is recovering steadily as well: 2.15 million foreign visitors, up 13.6%. Hotels maintained an impressive 89.3% occupancy.
MGTO is intensifying global promotion, and the 2025 Policy Address highlights the expansion of the “tourism +” strategy — integrating leisure with gastronomy, MICE, sports, culture, and mega-events.
Key Data Behind the Comeback
Mainland China remains the primary source market, but international arrivals confirm that Macao is successfully moving beyond its casino-centered image. Joint promotions in the Greater Bay Area and integrated Hong Kong–Macao travel routes have expanded reach.

From October 1–8:

• 191,000 daily arrivals at the peak
