The detainees are a 47-year-old Dominican and a 44-year-old Colombian. They also had Spanish passports with them. The foreigners arrived in Hong Kong at the end of January from Spain with a layover in London.

The maximum penalty for drug trafficking in Hong Kong is life imprisonment and a fine of HK$5 million (about US$641,000).
