Another panic in Turkey began among Russians due to changes in the registration of the primary tourist residence permit. According to a Russian woman concerning social networks and a document from Mersin, new strict rules aimed at refusing residence permits for Russians have already entered into force on December 26 and are being actively implemented in popular tourist cities. This is especially important for the so-called “relocators” who have left Russia to know.
In her blog, a Russian woman living in this beach republic drew attention to the fact that there is no official information on the website of the Turkish Department for Foreigners. Still, all the changes are already “walking” on the forums. “But often it was from such rumors that some changes already began,” she noted.
Izmir, Mersin, and Fethiye became the sites chosen for the implementation of new conditions for the issuance of primary tourist residence permits. It is said that the first news about mass refusals to issue residence permits for Russians came from these three cities. In addition, the Russian woman later added clarifying information of the following content: “I now find on the Internet that in Izmir it has been decided to refuse residence permits to citizens of the CIS countries, except for Ukraine. And these rules apply to other provinces. But, strangely enough, there are still no reports from Alanya.”
Starting from December 26, 2022, the initial conditions for applying for obtaining a residence permit for citizens of the Russian Federation have been changed. This statement will not affect those who have a residence permit and those who apply for an extension,” said the document, which allegedly operates in Mersin.

- First, upon initial submission, the set of documents for citizens of Russia who have reached retirement age must now include an apostilled document that will confirm the existence of a pension and its amount.
- Secondly, if a Russian work remotely, he is required to provide a document confirming his monthly income from the company he works for, having a certificate with an apostille.
- Thirdly, bank statements and regular money transfers are no longer accepted as proof of income. “And if a person is not retired and does not work? And does he live simply on savings, inheritance, or any other means?” – asked the Russian woman, thus indicating the imperfection of the changes.
What categories of Russians will not be affected by the new rules?
- Those who have a residence permit;
- What documents are submitted for the extension of the GNP;
- Those who have time to submit papers for the GNP by December 26;
- Spouses and children under the age of 25 of those who previously received a residence permit. The reason is family reunification, so they acquire the right to live legally in Turkey.
