According to tourism experts, the closure of Turkey should have been incomplete. One option is mandatory quarantine for Russians returning from vacation. Also, Turkey could be open only to vaccinated tourists. But the Russian government has not considered such options to restrict flights to Turkey, and has completely closed its borders.
